What's the best way to create a mold for a figurine?

Hi there and thank you for answering my question :)

I'm trying to make a ballerina, to attach to a music box device, so it will twirl.
Now, the reason why I'm wanting to make it instead of buying it, is that I want it to look like a picture.
It's for my friend, and she will be soooooo happy and surprised!!!

I was thinking that maybe if I printed out the painting I made and scanned.. so that it's a figurine size-
then I can probably lay it over top of some clay and trace it and somehow shape it to use as a mold.
But I don't really know how to do that. I wanted to use that substance that artificial flowers are sometimes in.. you know- you pour it in and it dries to look like water. I wanted to use that instead of clay or plaster, because I want the figurine to have a sort of crystal effect.

Can you please give me any tips you know on creating a mold and what substance is good for that?

    I believe you start by creating a statue. The mold is made from a statue in order to quickly/cheaply mass reproduce said statue. I would search for statue clay or wax.
